From my perspective, it would be the 16-80. IIRC, there is a good discount when bundled with the x-t4 and for me the 16mm is important as the camera crops a little in video mode. I have an x-h1 and the 16-55 and find it a great combo, but even the 16 can be a bit long in video mode.
Yes, the availability of 16mm has me leaning towards that lens.
