I am having a difficulty with the setup of settings in my camera (at least I think I am). I am having issues setting HSS on my T7i unless I have the trigger on the hot shoe. ...

The T7i can do HSS with an HSS-capable speedlite mounted in the hotshoe, or with an HSS-capable "Master" controller in the hotshoe to trigger remote HSS slaves.

If you are wanting the built-in flash of the T7i to control your off-camera speedlite, it can - but only at x-sync (1/200) and longer shutter speeds.  The built-in flash is not capable of HSS, and it cannot control HSS in a slaved remote speedlite(s).
