One stop difference means one exposure value difference which is a factor two in light gathering.

Since full frame has 2.25 times the area of aps-c it collects about two times the light giving you one stop of noise advantage. This is why fullframe has the same noise at ISO1600 as aps-c at ISO800. One stop difference.
