Archival versus non-archival

I would like to know the length of time that non-archival inks and paper will retain their full color/non-shift color? It seems to me that if they retain full color and do not shift colors for 20 to 40 years, then they are effectively "archival" in terms of how long each of us realistically expect to keep the prints. I seem to remember that there is/was a web site that analyzes inks and papers for this but I cannot remember it.
