smaller image size = downsampling?

smaller image size = downsampling?

Most modern digital cameras have the option to choose various file sizes--Large, Medium, and Small jpegs, for example.  The smaller the size, the fewer pixels are retained in the saved image.

Is choosing a smaller file size essentially the same as downsampling in Lightroom, except using Fuji or Nikon or Canon's algorithms instead of Lightroom's bicubic or whichever?

Would this typically have the same effects such as the impression of less noise (and less detail) in the image?
