Practically no difference.

Video is built into any system that has live view; the 40D, which had live view but not video, could be hacked to record video.

Increasing resolution, enlarging the buffer, increasing continuous shooting speed, and all such performance enhancements are part of the same package that provides enhanced video.

If they ran a separate line just to turn off video capability for the limited percentage that doesn't want it, that camera is likely to be more expensive.
