My best guess is that with EF lenses if you switch the lens IS on you get lens IS and no IBIS.  If you switch the lens IS off then you get IBIS (unless for some reason you want no stabilization and can turn off IBIS in the menu system).  But otherwise I expect it to be smart enough to turn IBIS on and off depending on the the IS setting ON/OFF on the lens.

Based on a few different statements in various press releases, it sounds pretty clear that the combined IBIS/IS will only be for RF lenses with IS.
