That said, OIS was on, so perhaps a malfunction in that system is the culprit? Can OIS cause just a part of the image to be blurry?

Maybe. You took this at 1/1000. ??? the right side is very blurry.

Dpreview's image viewer says 1/1000s, but Capture One and RawTherapee both say it's 1/900s.
