The camera makers are tied to the source of the sensors. M4/3 started out with the 4:3 aspect ratio Kodak 4/3 inch CCD, it is about 17.3 x 13mm sensor. Sony continues to make suitable 4/3 inch sensors at the same familiar 4:3 ratio.

The smaller 1" sensor has an area of 13.2 x 8.8mm, Sony makes them at the old 35mm film shape of 3:2 aspect ratio.

So it's not a  matter of what sensor size is suited to what aspect ratio, it's simply a  matter of who makes the sensors and how the camera makers fit them to their cameras, and to some extent what the camera makers want and order in sufficient quantities from the sensor maker to make a production run worthwhile.
