Understanding Lens Tiers...

I understand there is a certain deliberate variation to the level of production quality when it comes to lenses starting with the entry-level, to the enthusiast, to the professional, and ranging in the mid to high hundreds to start, the thousands, to the tens of thousands.

I also understand that some of the variables between production levels can be in the quality of the glass, the number of coatings, the number of elements, the number of aperture blades etc.

But, why are there low cost, fast lenses, and high-cost slow lenses?  Shouldn't all lenses in the $1000 and up range be fast (f2.8 or faster)?  Why would I buy anything in the f4 or f5 range?
