Back in the early 1960s you could buy a colorizing filter for your black-and-white TV set.  It was tinted blue at the top and greenish-brown at the bottom and maybe peach-colored in the middle (I've forgotten the exact details).  It was uncanny how it worked with the psychophysical perception going on in the mind of the viewer.

Photoshop Elements 2020 has more colorization options than I am able to use, and the first thing I would have to master is the selection tool, to pick out only the sky for example, and set a color for it.  The one I showed above was just one of four presets.  There is a lot of capability in the software and I'm sure with practice anyone could get better colors than shown in your original.
