New camera or new lens (Em-10 and 75-300mm lens)

Hello,

I own a oly OM-D E-M10 Mark II which I use mostly for landscape and bird photography.

For the bird photography I'm using the oly Digital ED 75‑300mm F4.8‑6.7 II.

I can take decent bird photos with this combo, especially with good light but I'm beginning to find some limitations which I'm not sure with part - the camera or the lens - has a bigger responsibility.

The main issues are the autofocus and the low light performance, which makes me have to crank up the ISO.

Since I can't upgrade both camera and lens at the same time, which one will - in theory - give me better results.

About  the camera body, I'm thinking of the EM1 mark II or EM5 Mark II.

As for the lens, I'm thinking of the Panasonic Leica 100-400.

Opinions are appreciated.
