27/2.8 = 9.64

16/1.4= 11.43

So, the 16mm lens has a higher light gathering ability than the 27mm lens. But, such are the compromises, faster lenses will have more coma and aberrations. But, unless you display large sizes, the impact of that will normally be small anyway, for amateur use.
