With your budget I think you should look for a lens for your rebel.

Canon EF 50mm f/1.8 STM Lens $125




Hopefully 50mm will be long enough for you swimming photos??? Even so it is a very good addition to you rebel lens collection.

Canon EF 85mm f/1.8 USM $299




If the results of one of these are not up to your expectations you can always get the canon 7D. But I think it's best to try them out on your rebel first.  If the one you get works then you might also get the other.  Two nice primes for your rebel would be well under your budget.

You might be pleasantly surprised how well your rebel performs.
