XT-3 and stabilisation

Hi. I'm looking to buy my wife a camera that is compact for street photography. She usually shots a Nikon D850 which is too big and conspicuous.   I'm quite taken with a lot of the features of the X-T3  , but struggling to get my head round the lack of stabilisation, which seems a common feature amongst competitors.   i can see there is a fair range of IS lenses, but also read that its the prime lenses where Fuji are strongest.  Seems an unstabilised camera and lens is not a great starting point for low light photography?

Question is what lenses are people using with this camera for this type of work?  The i8-55 is stabilised, but not that fast  whereas as faster primes aren't stabilsed.

By the way what is the difference between R and WR in lens nomenclature?
