Well he is advocating for a EF-M mound system but with the RF mount. 
Think about the M6II for example, but adjust it to have the RF mount. The mount diameter would grow a bit, so the body would have to be adjusted accordingly and the flange distance would increase a bit. But generally the body should still be relatively small. Lens designs would change a bit (think of the Z crop body designs) resulting in lenses that have a slightly wider barrel for the RF mountain point. 
I don't see how such a body would be much more expensive than M. And I don't actually how the lenses would be more expensive either considering it is actually the barrel that would be affected while the optics would virtually cost the same as for M. 
So end of the day you have a slightly bigger system, But I don't think by very much. Of course a body with a built in EVF would also be a bit bigger than the M6II
