That’s just the way Capture One works. To see a true proof you need to be at 100%. You could leave proofing enabled and make sure the recipe includes resizing so the that your image fits the window.

I’ve never really noticed an issue with colour shift at different zoom levels. That shouldn’t be affected much. It’s the sharpening etc... that requires viewing at 100%.

Do you have your Capture One and Photoshop window backgrounds set to the same or similar colours. Changing the background from white to grey (and different shades of grey) or black really has an affect on your perception of the colours and contrast in an image. The same image viewed on two different coloured backgrounds will look different.
