Nikon (or Tamron, Sigma) VR on/off question

I use a lots of Nikon AF-S G lenses and Tamron Nikon F mounts. Since I have been using these lenses a lot on 'dumb' adapter without electronic contacts or controls in camera, if I turn 'off' VR, is the vibration element still 'floating'? Is VR switch a mechanical lock or needs in camera power to lock down?

It's been bugging me but I am quite happy with IQ I am getting but fear I may have missed fully understanding internal mechanism of VR on these Nikon F mount lenses.

Some info will be greatly appreciated!
