another basic question

I  read this when talking about using flash in sunlight,

"add aperture value’s worth of flash to your subject". He didn't mention that he was using an incident meter.

Without incident metering is there a way to know what a "aperture values worth of flash" is if using on camera flash, or is he probably using an incident meter... which I barely know anything about?

My goal at this time is to learn how to take walk around shots in different environments using on camera flash.
