Downgrading To An Older OS

I've been running my 2012 Mac Mini using an SSD boot drive which currently has High Sierra on it.

I plan on selling the 2012 Mini sans the SSD.  It seems that I cannot install Sierra on the internal drive because the boot SSD is running High Sierra.  The High Sierra installer will allow me to install the OS on the internal drive.

My Question:  If I install High Sierra on the internal drive will a buyer be able to downgrade later to an earlier OS that is compatible with the 2012 Mac Mini?  Or is it stuck with High Sierra because of the upgrades I have done?

The internal drive currently has Sierra installed but I want to put a fresh installation on it for the buyer.  I'm also curious whether I can use Disk Utility to erase the internal prior to installing High Sierra?
