Is A7rIII ibis that bad?

I have an A7rIII since a few month, and I don't master it yet. I've been used previously to micro 4/3 IBIS, which enables to hand held the camera and take pictures with quite a slow speed. With my A7rIII, I have a much fewer rate of keepers in low light, and I wonder if it's normal. See the two pictures below, taken with a 24mm lens: the speed is 1/30, obviously I wasn't steady enough, but with Olympus IBIS, there wouldn't have been any problem until 1/4. It makes me wonder if IBIS is really turned on, but I've checked and it is. Does my camera have an issue, or is it just how Sony's IBIS work according to your experience?
