Functionally this is one and the same. In fact, many dive housings have vacuum systems which evacuate the air from inside the housing and monitor the internal pressure to verify seals before a dive - if air leaks in, then so will water, and the housing is not properly sealed.

I don't know if they were hermetically sealed. I doubt it, mostly cameras need to let air in and out, otherwise they get water vapour trapped inside. And interchangable lens camera is essentially not hermetically sealed.

Obviously the seal is not permanent - it's broken when you remove the lens, or open battery compartment or film compartment doors - but it's a hermetic seal all the same; and if you fail to maintain that seal (for example, a hair or a grain of sand may get on one of the o-rings) then the camera will flood and die.
