Auto ISO Minimum Shutter Speed Problem?

I have a new Sony A7RIV and have found what I think is a problem. If I set the camera to Aperture Priority, f/5.6, Auto ISO Limit of 50-102,400 and a minimum shutter speed of 1/250 the camera will go below 1/250 even though the max ISO has not been reached. If I understand correctly, the camera should raise the ISO until it reaches the set limit (102,400) before it begins to lower the shutter speed below the minimum set (1/250).

As an example, sitting here in my studio with normal room lighting and the camera set as listed above, the camera will shoot at ISO 6400 and 1/30 second.

I spoke with a Sony Tech Support agent who neither understood photography, nor this camera and he tried to tell me this is "normal." At my insistence, he escalated this to a "Product Specialist." I'm waiting for his reply.

Anyone else having this problem?
