Canon vs. Laowa 100mm: IS vs magnification

I need to replace my old Canon 100mm macro which is fungus-damaged, and I've been agonizing between the new Canon L and the Laowa 100mm. Basically the tradeoff boils down to how much the image stabilization of the Canon is worth not having the extra magnification that the Laowa provides. I have shaky hands where even 1/200 is sometimes slightly blurry, so IS has been something I was looking forward to in the next lens. At the same time, 2:1 in something other than an MPE65-type lens would be really great. I do already have a Raynox 250, but I mostly photograph small, flighty insects, so maintaining a decent working distance is fairly important too.

Anyone have recommendations/observations to help resolve this one way or the other?
