Samsung Note 10+ Video Chop using 3rd party apps

I also responded to his thread, but I started this new one in case anyone else with the Galaxy 10 series glossed over the S7 thread.

I am getting horrible chop and stuttering when using Filmic Pro and the ZY Play app which accompanies my Zhiyun Smooth 4 gimbal. The legacy Samsung camera app does much better, not perfect, but nearly.

I am posting a link to my cloud with several sample videos if anyone would like to review. All videos were shot using the gimbal except for one (handheld) to rule out the gimbal causing the problem. All videos were shot with my Samsung settings the same, and image stabilization off to avoid any conflicts with the gimbal and/or the apps' settings. All videos were shot at 4K 30fps unless otherwise noted.

Filmic Pro 2K - Using Handbrake I down-converted to 1920x1080 to see if the 4K video was either choking my video card, or my bandwidth. Result was identical, still choppy.

Filmic Pro Handheld - No gimbal.

Filmic Pro - Same as Filmic Pro 2K except original 4K video.

Samsung - Legacy app that comes with the Galaxy Note 10+ and provided the best results.

ZY Play - Every bit as bad as the Filmic Pro video.

Because the Samsung app performed best while the other two were unusable for anyone who is the least bit serious about their videos, I still have to wonder about the comment regarding Samsung blocking 3rd party apps from their API.

I haven't seen widespread complaining or condemnation of any company about this matter, whether Samsung itself, or the app manufacturers, so I'm still worried and not ruling out this is a bug/issue only showing up in rare cases, of which I happen to be one.

Any comments or suggestions deeply appreciated!
