I guess it depends where you live. Here in southern Ontario our cities usually have a number of thrift stores (called charity shops in the UK). The larger ones are Value Village, Goodwill and the Salvation Army and I have never had any concerns about safety.

I also lived in Tokyo for a number of years (2001-06) and the second hand (junk) stores there were great.  I was still shooting film in those days and I picked up some wonderful cameras and lenses there.

As for lenses, things seem to have changed over the last 2 - 3 yrs. I have picked up some excellent lenses at Value Village but, these days, I rarely see much on offer. My best purchase was a Konica Hexanon AR 35/2.0 lens for about $16. Cosmetically, it was pretty dirty but, once I had cleaned it up, the optics are fine and they can sell for around $300 on line.
