Another possible course of action.

Since you have a TM backup from your "previous" OS setup...

By "previous" I assume "pre-Catalina", and you DID NOT "update" this backup while connected to the [unsuccessful] Catalina install...

Why not:
- Boot into "internet recovery mode" ("command-OPTION-R" at boot)
- Now use Disk Utility to ERASE the internal drive completely to APFS with GUID partition format
- Next open Time Machine and RESTORE the ENTIRE TM backup to the internal drive

The restore will take a while if you have a lot of gigs used, but again -- assuming the TM backup represents your setup BEFORE you tried Catalina -- it should restore the "entire drive" "as it was".

Make sure you bring the tm backup when you go to the Mac guy to have it looked at.
