But the JND is the same, whatever. So, if the noise level is 0.8%, increasing it by 1dB to 0.9% should be noticeable.

You missed my point. If 2 images have the same noise but the noise characteristics are different then the results after noise reduction may not give equal results. This is regardless of the noise reduction method used.
