You can't set lowest shutter speed.

For ISO, there's a setting to limit ISO ceiling. I've set mine to 6400.

Go to MENU > Camera ICON > Tab 5 > ISO Speed > ISO Auto MAX.

The OP has found that using the TV mode does what he wants. The camera automatically limits the slowest shutter speed, within the ISO range you choose, to (1.6/focal length) or ¹/80s if the lens doesn't have a chip. You could also use M mode with ISO Auto if you want exposure automation while choosing your depth of field and minimum shutter speed.
