Filter on lens required?

I've just received my first 'quality' lens - a Canon Canon EF-S 17-55mm f/2.8 IS USM. It's a used lens and it came with a filter already on it. It's a Zomei DW1 Wide Band Pro UV filter. I looked it up and it's a very cheap filter, so I presume it was just on there to protect the front element.

So, should I just clean the filter and leave it on whilst taking photos and videos, get a better filter, or just remove it for photo taking?

It seems to be in okay condition and would likely just need a quick clean. I'm after maximum photo quality with this lens.
