Moving from Elements to CC Photography Plan. Questions on use of Camera Raw vs. that of Lightroom

Hello,
I am planning on upgrading from Adobe Photoshop Elements to the Adobe Creative Cloud Photography plan. For the last year I've been shooting in RAW mode and I am excited to see what I can do with the CC tools.
I have read that the CC Photo Plan comes with Adobe Camera Raw. I've read Adobe RAW posts on their forums and ones on this forum.
I don't understand when one would use Adobe Camera Raw versus Lightroom (Classic or CC). I have also read that Camera Raw has interesting capabilities like "Enhance Details".
I would appreciate your help in understanding what to use and when.
