ISO Steps, which are native and which are just adjusting brightness

I heard that there are certain ISO steps that get more grainy and in between those numbers the brightness is affected by different settings.

I think it was 100 400 800 2000 and I forget what after that. For example an ISO of 320 would be equally grainy to ISO 400.

Is this true?

I'm pretty skeptical about it because I couldn't find anything in searches about it.  If it were true you would think Sony would offer an option to snap to those ISOs so you can boost the shutter speed or close the aperture a little without increasing grain.
