Problems with 90D?

Hi,

I bought my 90D when it first came out, but I haven't had much time to use it until recently, but I have been shooting with it since this past weekend, and I've been doing some shooting of airplanes, and I noticed that a good proportion of my shots are coming out "soft" (and kind of "grainy").

Here's an example:

That was taken with hand-held (but sitting in a chair), with a 100-400mm ii lens, 1/3200, f/6.3, and ISO 800. Stabilization was enabled on the lens.

Camera was set for AI Servo, and I think that the focus points were on the plane ok.

I was wondering if someone could take a look at that image and suggest what the problem is?

Is the picture out-of-focus?

Or, is it motion blur (even at 1/3200)? What else could be causing that softness?
