Sharp But Affordable Lens Around 180mm or 200mm?

Looking for a relatively affordable lens (under $300 used preferably) in the area of about 18mm or so.

I would be using primarily for landscape, most likely around f/8, and it would be adapted on to my Sony camera, so autofocs is not a necessity. Manual focus is fine.

To me, sharpness and contrast are probably most important, with also strong consideration for resistance to flare.

Is there a significant OPTICAL difference between the various 180mm f/2.8 (AI vs AI-S vs AF)???

Is there something with a slower aperture that has better image quality around that focal length? I don't really anticipate needing anything faster than f/5.6 (and as mentioned, will most likely use around f/8)
