They are certainly a progression but I use my GX7, GX85 and GX9 as a set with no particular attention to which camera get used for what purpose with which lens.

Seeing that you own both, can you kindly give me some answers?

Is the IQ worse in e-shutter mode on GX80/85 vs GX7? I see one uses 12bit and the other 10 bit.

Not that I notice - but I don’t pixel peep.

Is a visible difference on dual IS 5 axis stabilization in GX80/85 vs the one in GX7?

Not that I notice - I also use GM5 bodies without any stabilisation regularly.  Stabilisation is good (and I like it) but over-hyped in my humble opinion. I is NOT essential and we are not going to die without it.

But if it comes to just one camera then why not consider a GX9 instead of the GX80.

The GX80/85 is not as cheap as the classic defining GX7 version and not as good as the more presently competitive GX9. A sort of “Mr In-between”.

I ask because I found them at about the same price. I don't want the best possible camera, I want a cheap small camera with tilting screen, e-shutter and touch to focus so I can take a photo without being noticed.

Any of these cameras would do the job.  The GX7 might be impossible to find new.  Used ones might be getting quite old by now and may not be in good condition.  Mine is in good condition but not for sale - in fact I might wonder why anyone might wish to sell their GX7.

The GX80 is a slightly more advanced model and is very good value, can be found new.

The GX9 is more expensive, but has a 20mp sensor and other features.  But to my way of thinking has lost a little on the pleasant ergonomics side.
