Highlights without ink

Highlights without ink

Not sure what problem I have, but when I print my photos there are some highlights without ink. I mainly recognize this with B&W printing. I need to reduce highlights below 230 or 89%  before spots are filled with ink. For me it seems very low number. I have Canon PRO 1000 printer, I use ICC profiles and Hahnemühle papers (Photo Rag Pearl & Photo Rag Baryta). Is it normal that I need to reduce white point so much to get paper covered with ink?
