There is no reason why an f/1.4 lens at f/1.8 would be optically superior to an f/1.8 lens wide open if both had the same budget for the design and the same cogs objective, and the relaxation of design constraints for the slower lens would make its IQ likely better.

The problem is that few people will pay f/1.4 prices for f/1.8 lenses, and thus the f/1.8 lenses have cogs constraints that the faster ones don't. The Leica 50/2 Apo is an exception to what I said.
