How is HR mode in that static situation?

Once you are on a tripod for HR mode you can use any ISO you want. HR mode does merge multiple images just like averaging so it probably does reduce noise but a 1.X user would be better answering that question.

MEDISN is someone here who uses HR a lot with great results.  He writes about the reduced noise using it:
