Maybe if you're jumping up and down and waving the camera at arm's length. For the sample shots provided, I expect 1/250 would be plenty if the shooter would use good holding technique.

That's the point, if you are street shooting you don't often have time for the perfect technique. I use a faster shutter speed to compensate.  Otherwise I agree with you that excellent technique will allow you to use slower shutter speeds.
