A few points:

1) As others have said you focus is off one first one. Use APC.

2) My setting were 1/1000, ISO auto, as low an f-stop as you can get, center expansion AF.

3) If possible (not sure of your lens) make sure you zoom in tighter.

4) When shooting cross country you should need make sure you do two things - a) declutter the background which can often be done by shooing down the path they are running thereby eliminating the distracting people; b) since you cant change they light you need to work into it and have it at your back. Here you are shooting the shadow side. Ideally shoot into a darker, uncluttered background.

5) With a runner like this you should be able to pick him out of the background with your AF (e.g. no competing runners) with no issue so I would suggest using as wide as possible of a center focus point if you are having a hard time tracking. This should be an easy one regardless of camera so it is likely human error and can be fixed with technique (not trying to be mean here just trying to help narrow down the issue to help you - please don’t take offense).
