New to photography, shooting at night

I know that I should use a low aperture to shoot at night. However, would that cause the photo to be out of focus in some parts of the photo due to the low depth of field? I've tried using slightly larger aperture such as f5.6 but it somehow blurs the photo even more. Why would that happen?

Should I always use a low aperture at night? Also is it possible to get the person and the background both in focus at night? What settings should I use if I want both the person and background in focus?
