If you price your products according to their market value, as opposed to an hourly rate, then the same headshot work will command more if it's for a national billboard campaign rather than a staff directory on a local company's website. Presumably, the client who wants the RAW files also wants the rights to use the images in additional, commercially valuable, ways. Extra value justifies extra cost. Of course, this is determined by negotiated contract terms for usage rights and not directly tied to file format, but the two may be intertwined.

Well, yes, but that's a usage (outlined in a contract) thing, not a file format thing. It seems to me that usage outlined in the contract should be a determining factor of cost, not if the files are in raw or JPEG, or whatever. That way we don't have to presume anything.

I'm still on the fence on this a bit, but I'm leaning towards (depending on the contract itself) the notion of handing over raw files for corporate headshots.
