News organization photographs getting worse as time goes on?

I remember when some Chicago newspaper fired all its photographers and told its reporters to "use their cellphones." There is more to it than that, IMO. Images we see in the media now have a distinctly amateur, snapshot look about them. Here's one for example in this story. Could they not have improved it by say shooting when it wasn't half in shadow, near a piece of litter, having someone in the shot that is distracting? The car is fine since it's a point in the story.    Of course, nothing matches vertical cellphone video with its blurred sidebars for awful photography.
