Lens Filter


i know theres a lens filter but i never planning to buy some. Until i shoot facing the sun and the result is either the sky overexposed or the ground underexposed. Ive read some articles and watch some video. Now i need gradual nd filter, and i want to buy one. My question is, should i buy the 0.9 (3 stop) or the 1.2 (4 stop) ? I almost buy the 1.2, but im afraid it’ll be too dark. I shoot landscape from a pretty high(?) mountain at 3pm-7pm at 36-41 celcius. I saw a pretty cheap one  ($30 each).
