Full Frame: 36 mm × 24 mm sensor and Max. MegaPixels ??

Hi

As i understand it the full frame sensor has a physical size of 36mm x 24mm....

Currently most cameras have around 21-25 megapixel...

But how many megapixel can manufacturers keep squeezing in to that fixed area of 36X24mm ???

Lets say someone wanted to make a 100 megapixel camera on a full frame sensor...

What would happen ?? ... they cannot go outside the physical size of the sensor... Would they have to make smaller pixels ?

If they really have to make smaller pixels to make it fit, what would be the downside of that ?

Maybe that it would perform badly in low light ??

Would we maybe also get a lot of noise ??
