This is the million dollar question I would go for the Sony A6400, or maybe wait for the Sony A6100, which is going to be a bargain...also, sigma lenses are cheap and great... just check the 30mm, 1.4 (https://www.bhphotovideo.com/c/product/1234027-REG/sigma_302965_30mm_f_1_4_dc_dn.html) (https://www.youtube.com/watch?v=CvXefIDhy_g). Its form factor is also great, you can put it in a drone, a gimball... it is so light...
If you don't need a selfie/180º LCD you can buy the Fuji XT3, which records 4K 60, but is much more expensive.... I'm assuming you want to shoot video, right?
If you want a camera for photos, and don't care about 4K video, buy the new Canon M6 MKII, cheap body, cheap lenses, and 32.5mp...but... terrible, fake 4K video...
Anyway, the Fuji XT30 is really cheap, and the best hybrid body of them all... don't forget, none of them has IBIS. The problem with Lumix cameras is the unreliable AF performance, but its IBIS is the best I've seen... The Sony A6600 has IBIS though...
Summing it up: BUY the SONY A6400.
