It's an actual ND filter, just like you would use on the front of a lens. In this case, though, it's smaller and it is inside the body of the camera. When activated, it slides between the lens and the sensor.

I think the primary reason you don't see this on cameras with larger sensors is due to a lack of space. Most manufacturers are trying to put a large sensor into a very compact body with as much stuff packed inside as possible. With this camera, it's got a sensor a little smaller than what you'd find on an RX100 while still being inside a body that is slightly larger than an RX100. Not only does this have some simple and immediate benefits like better cooling, but it also provides more free space for additional functions & features. In this case, they decided to add an internal ND filter.
