Dry Ink or Dead Printer?

I dusted off my Pixma Pro 9500 which had been sitting idle for a very long time (a few years).  The ink cartridges were in the unit.  I hooked it up, performed a bunch of cleanings but got no output when doing a nozzle check.

I just finished a manual cleaning and tried again but the printer wouldn't let me because the Matte Black tank was empty.  So I replaced that with a freshly purchased one and ran a nozzle check again.  This time I got black output but nothing else.

What is the most likely culprit?  I could try purchasing a new set of ink or a new print head.  I'd hate to purchase one or the other and have it not fix the issue and I don't feel like spending $350 on both (with no guaranty it will work) when I could get a replacement printer for just a little more.

Anyone have advice on what they'd do, and if the answer is get a new printer then any recommendations?
