NX500 & studio strobe = fail!?

I have two stand alone strobes I use with umbrellas for taking headshots. I set them up and used a Sekonic flash meter to determine shutter speed & aperture which was 125 @f11. The strobes have a slave eye, which I triggered with the small hot shoe flash. However, the picture was extremely underexposed. Even opening up the lens didn't work. It wasn't until I put on my SEF42 and set it to manual power did everything work. The strobes had an obvious effect, but I am at a loss to understand why it took mounting the more powerful flash was the only cure - Shouldn't the exposure have been right from the get go?

With strobes, noticeable shadows
