Image stabilization in super telephoto lenses - Why ?

Since starting into a new area of photography with a super telephoto lens I have a question.

If you are supposed to turn off stabilization in a lens like the 200-600 when mounted to a monopod or tripod  Sony 600 mm F4.0 a $13,000 kinda lens why have it in the lens. I assume it makes it more expensive

I assume even if you can hand hold this lens it wont be for long. Even the 200-600 at 5 lb gets heavy real fast

Maybe there is a reason behind OSS in a lens or VR for Nikon world like the 800 mm 5.6 a lens that costs like $16,000, has VR. why ?

Is there a conspiracy theory that these manufactures are doing? No one is handholding that sony 600 or nikon 800 with the later weighing like 10 lbs.
